From January 29th, 2016, Tokyo’s Ota Ward (home to Haneda Airport) allows property owners to apply for permission to rent out their properties for short term stays. This is the first program of its type in all of Japan; until now, renting out a property for a stay of under one month legally required a hotel license. Ota Ward’s new law greatly loosens the barriers to entry, but still has requirements of its own.
Some of the most important rules regarding short term stays:
-The property must be located in a relevant zoning district
-The property must have a floor area of at least 25 square meters
-Stays must be for a term of at least 6 nights and 7 days
-The operator must receive permission from Ota Ward before renting out their property
-The operator must notify residents living within 20 meters of the property of their business
-The operator must keep a register of guests for at least three years
